Adds the gate-checkoff spec, script, workflow, and changelog entry. All sub-branches merged.

Adds the gate-checkoff spec, script, workflow, and changelog entry. All sub-branches merged.
Defines gate-checkoff.yaml and scripts/gate-checkoff.sh.
Phase gate checkboxes and status flags are never updated by hand;
this workflow is the sole authority on merge to main.

Ticks all phase gate checklist boxes and flips Status: TODO → COMPLETE
in the roadmap file and CLAUDE.md table on merge to main.
Idempotent; no-op for non-phase branches.

Invokes gate-checkoff.sh on every PR merged to main. Passes branch
name and PR number; the script handles non-phase branches as a no-op.
